LD & Autism Programme

The NCL Learning Disability & Autism (LDA) Programme reflects the national focus on improving quality of care for people with Learning Disabilities (LD) and/or Autism Spectrum Disorder (ASD), as set out in the Long Term Plan.

Building on the work of the Transforming Care Programme, the LDA Programme continues the focus on reducing the use of mental health inpatient settings for people with LD/ASD, by furthering improvements in community care and support. Key work streams include:
  • Reducing the use of mental health inpatient settings for people with a learning disability and/or autism
  • Delivering a pilot Keyworker support service for children and young people in Tier 4 inpatient settings, or at risk of admission
  • Increasing annual health checks for people with LD
  • Progressing the STOMP/STAMP agenda
  • LeDeR Mortality Review Programme – reducing mortality for people with LD
  • Developing all-age autism pathways
NCL’s inpatient performance continues to improve year-on-year, but to maintain this, we need to ensure that support available in the community is of a high quality and able to meet a complex range of needs in a person-centred way, helping individuals to live locally and live well.

The LD & Autism Programme is seeking a highly skilled and experienced person to support CAMHS commissioners to deliver robust support planning for children and young people with complex disabilities and their families who are at risk of admission by carrying out community Care and Education Treatment Reviews (CETRs) and promoting multi-agency working for individuals with the most complex needs. The Care Coordinator may be a qualified RMN, Learning Disability Nurse, Allied Health Professional (SLT, OT) or Social Worker with expertise in CAMHS, learning disabilities and/or autism, or have relevant commissioning experience within health or social care settings.

The main objective of these posts is to facilitate improved multi-agency working so that children and young people within the Transforming Care cohort receive appropriate support, information, advice, signposting, and professional expertise as and when required in order to remain well in the community. There will also be an expectation that admissions to residential or CAMHS inpatient units will be prevented through quality risk management processes, including the completion of community and Blue Light CETRs as required.

There will be significant liaison between local CAMHS commissioners, Children’s Disability Teams and local CAMHS services, along with other agencies (e.g. NHS England commissioners, Education, Youth Justice, adult services).
